We don't yet know for sure but the new Remote Play App will likely function the same way as the PSVita one did. You’ll be able to use your home console from a different device wherever you are. Though, while this made sense for using the PS4 on the Vita, as the Vita is portable, it makes less sense for using the PS5 on the PS4.
One of the earlier selling points of the PS4 back at launch was the ability to remotely play the new console through the PS Vita. Now, it would appear that Sony is preparing for a new version of that remote play, by giving the PS5 to play remotely through the PS4 system, offering a unique twist on the next-gen console's backward compatibility.
This new remote play has appeared on a number of PS4 consoles through an app that has shown up on the main menu, although it doesn't appear to work at the time of this writing thanks to the PS5 not being released yet. Even those that already have a PS5 to attempt to connect with haven't been able to make the connection work, something that many assume will be changed once the system officially launches.

The remote play app will reportedly allow players to stream their games from the PS5 to play on the PS4, running games and apps through the next-gen console, but displaying it through its predecessor. Some players have assumed that this will be the only way for the DualShock 4 to work with PS5 games, something that normally wouldn't be possible thanks to only the DualSense working with the new system. Given the way that this remote play works with wi-fi however, it doesn't seem like it will have too much function for remote play from extensive distances.
Considering that players will need both a PS4 and PS5 in order to make the remote play app function, it's difficult to say exactly what level of convenience the feature will offer. Seeing as how it won't grant access to PS5 exclusives like Godfall, it really seems to come down to much smaller aspects, like allowing players to continue using their current media set-ups or using the older controllers. However, that doesn't mean that Sony won't reveal some special features, like remote multiplayer or video streaming, that might make the remote play app more impressive when the next-gen console launches.
It still remains to be seen exactly how useful this new app will be for most players, although the release of a PS5 remote play app does imply some good news for players who won't be making the transition to next-gen right away. Sony does still seem to have the PS4 system in mind, meaning that players that intend to remain with the current console for ongoing titles, like Destiny 2 or Final Fantasy 14, are likely to see continued support from the company.
PS5 releases on November 12th, 2020.
